Are inner tubes and tyres under warranty?

No.

Let's put is this way, as an analogy you can treat your stroller as a car or as a bicycle. If you drive over a nail, you wouldn't contact your bicycle/car manufacturer in order to receive another tyre would you? Same goes here. Tyres and inner tubes are parts that wear down.
